KLIA Sepang Storage and Delivery Services. KLIA Sepang is a small airport town in Selangor Malaysia. The town itself is surrounded by 4 smaller urban villages such as Cyberjaya, Kota Warisan, Salak Tinggi and Bandar ENSTEK. The entire area has a population of about 300,000 people. The town centre has successfully maintained a good selection of mainly independent shops, together with three shopping malls namely KLIA, KLIA2 and Mitsui, and a number of necessity shops. KLIA Sepang has a long history as an airport town, and the main shopping area is situated in two international airports (KLIA and KLIA2) with narrow streets, many important buildings and highways. Parking is mainly restricted to a car park for limited to ten thousand cars, situated in the airports and at the edge of the highway for Mitsui. It is an easy walk into the town centre, but several surveys have revealed that people buy less than they might, because of the high parking charges at the airport. Moreover the current Covid19 Pandemic has forced the traders to either close their shops due to Movement restriction order by the goverment or open within limited time. Some traders argues on less customers due to limited flying allowed and for customers, the difficulty of carrying goods back to the car park is another major concern. There is also a reliable bus service between the airport town and the surrounding urban villages, but people traveling by bus have also expressed a reluctance to buy things they perceive as difficult to carry.
KLIA Sepang Chamber of Commerce, representing the majority of traders in the town, has proposed the creation of a local delivery service, and the scheme has been supported by the Town Council, who owns the town car park. The Town Council has agreed that an unused corner of the car park will be developed to provide a container type of building to act as a storage and collection point for customer purchases from any store participating in the scheme. The scheme will be initially funded by a start-up grant from the Majlis Perbandaran Sepang, under their Encouraging Innovative Communities programme. This RM20 millions grant is sufficient to cover the construction of several container type storage and pick up points, development of information system/ mobile application and the purchase of several delivery vehicles. The Chamber of Commerce, through its member traders, will fund the salaries of ten employees (to handle storage administration and delivery) of KLIA Sepang Delivery Service Ltd., a company created to take the project forward. It is intended that this company will eventually become profitable, through subscriptions from traders, and charges made to customers.
You have been employed to develop a system request proposal to support the operations of the company. The following points summarize the findings of the survey, conducted by the Chamber of Commerce, aimed at establishing the feasibility of the scheme.
- Customers using the car park are prepared to pay a (small) percentage of the cost of items bought, to have them delivered to a car park collection point for a self-pick up later.
- Customers traveling to the town by bus would be prepared to pay a (small, but larger) percentage to have their purchases delivered to their homes.
- Customers would expect all purchases made on one day to be delivered, or available for collection at the car park, at the same time.
- Traders would be prepared (optional) to take responsibility for delivering purchased items to the car park collection point, without charging the customers.
- The majority of traders would not be able to deliver items to the urban villages.
- Stores selling bulky items, for example, Sofas and Domestic Electricals, already make deliveries. They would be very interested in outsourcing these deliveries to the company.
- Both traders and customers must be able to track the location and delivery status of the package.
- The application can allow anyone qualified and interested to register as delivery person thus to assist with the number of people who become jobless due to Covid19.
Thanks to the earlier efforts of the Chamber of Commerce, KLIA Sepang has already installed a WiFi system across the town, providing high speed internet access to all the towns residents and traders.
