Section 107 of the Electoral Act 73 of 1998 contains certain provisions with regard to "printed matter" such as billboards or pamphlets that are printed and published during an election. Discuss in detail these requirements in respect of the following:

(i) the type of information that has to be printed on such "printed matter"; (3) (ii) the specific circumstances specified by the Act when the printing of this information is required - in other words, the purpose for which the pamphlets are required; (3) (iii) the persons who would be liable if these requirements are not fulfilled.
