This study aims to explore the meaning and context of human capital development in small and medium$-$sized enterprises $($SMEs$).$ Drawing on qualitative data from in$-$depth interviews with SME owners and employees, we examine how human capital is understood, developed, and valued in the context of SMEs. Our findings suggest that human capital development in SMEs is a complex process that is shaped by a variety of social and cultural factors, including the values and beliefs of business owners, the nature of work relationships, and the social and economic context in which the business operates. We also find that human capital development is not solely focused on technical skills, but also encompasses soft skills such as communication, problem$-$solving, and adaptability. Our study highlights the importance of understanding the subjective experiences and perspectives of individuals in shaping human capital development practices in SMEs. Through this approach, we provide a nuanced understanding of the meaning and context of human capital development that can inform the design and implementation of effective human resource management practices in SMEs.
