Seeing that BLL is a small company that has been conducting business entirely in-house manually, I would recommend that BLL use on-demand tools. The initial cost would not be greater than that of licensed software, they would not have to manage implementation issues or issues of keeping the software up to date. With the on-demand tools, all they would need is a computer and the internet because all the programs would be on an external system, managed by the creators of the software.
