Have the facilitator call time outs for process checks as necessary. Select a facilitator who will bring people back on task as they see the conversation wandering away from its original purpose. If the digression continues, you may recommend that the topic be discussed after the meeting or during the next meeting, or be tabled for a future agenda. Make sure that everyone has the same version of the meeting materials and that they are not overly burdened with unnecessary information. Have the facilitator remind attendees of the original objectives and help them move along. Start on time, even if attendees are late, and use a time keeper to track time. If time limits are violated, re-evaluate the agenda and build in a cushion for discussion
