A Liberal backbench MP quietly proposed amendments to the Criminal Code that would have prohibited these weapons under the Criminal Code rather than by regulation. Future governments would have had a tougher time reversing that prohibition. Several long guns widely used by hunters would have been banned by these amendments. Originally drafted, C-21 was intended to ban handguns, but the amendments widened its scope. Opposition parties questioned whether the amendments were even admissible under parliamentary rules because the changes diverged so dramatically from how the bill was originally written. However, now that the government has backed down, those concerns are moot.
