1. July 1, bonds were sold at par in the amount of $6,000,000 for the project.
2. On July 5, a contract was signed with Cardinal Construction in the amount of $5,800,000. The amount was encumbered.
3. On December 30, a progress bill was received from Cardinal in the amount of $4,900,000. The bill was paid, except for a 5 percent retained upon final inspection.
4. On June 1, a final bill was received in the amount of $900,000 from Cardinal, which was paid, except for 5 percent retained upon final inspection.
5. Armstrong County officials met with Cardinal Construction, and they inspected Cardinal's work. Defects in Cardinal's work were found, and repairs to fix the defects totaled $250,000. Cardinal Construction filed for bankruptcy and moved out of state. As a result, Armstrong County paid Coop Construction to fix the defects, cash was paid to Coop Construction.
6. After all of the above transactions, $240,000 cash reamins in the Capital Projects Fund. This amount was transferred to the debt service fund, this is a permanent transfer.
