Some LGUs contend that if the amount to be appropriated will be based on the loan proceeds released to and actually received by the LGU, then the LGU will have to conduct a separate procurement for every loan proceeds released to and actually received by the LGU, in view of the provisions of R.A. No. 9184. They claim that this may not be practical especially when the loan covers only one project in that it may result to one project having several contractors
