Some of your neighbours have been complaining about an older man in a red suit peering in their windows in the last few days. Several neighbours reported that the older man stroked his beard, stared directly at them, and then made a quick notation on a very long list. They found this behaviour quite disturbing. The older man seems to be carrying a large, heavy bag, and is leading several strange pack animals on leashes. One of the pack animals seems to have a red signal or strobe light attached to its nose and may be transmitting messages in Morse code. A couple of months ago, there were several break-ins in the neighbourhood, and people are a bit uneasy.

The neighbours know that you are studying law and wonder if there is anything they could do to keep this person off their properties. Although you are not allowed to give legal advice, you may suggest to your neighbours what might be the appropriate thing to do in this situation. (worth 2 marks)
