Stephen Adams is a state representative for Letron, an international corporation that sells telecommunications services and equipment. Letron's headquarters are located in Canada and they are looking to expand operations to Easter Europe. Stephen has been meeting with government officials in Romania and is very close to making a multi-million dollar deal to provide the government with new telephone technology to its offices throughout Bucharest(Romania's capital). This sale could be critical to the future success of Letron since sales in North America have been in steady decline. Stephen, however, has just been subtly and unofficially informed that in order to finalize the sale, individual government officials are expecting substantial kickbacks in the form of cash. Letron has corporate code of ethics that prohibits and form of bribery but Stephen is afraid that without following through on the unofficial advice, he will lose the sale.
