Stop and Frisk

You get called to a report of a mugging. A female states that a white male with no facial hair in a yellow t-shirt, white ball cap, and blue jeans in his mid-20s ran up behind her, took her purse, and continued running past her up Smith Street. She says he was carrying a knife in his free hand. He dropped her purse after 20 yards, but her pink wallet inside was gone, aswere her credit cards. You broadcast the description via radio, the female takes a taxi to the police station for a formal interview, and you circle the block. As you do so, you see a white male with no facial hair in a yellow t-shirt, white Yankee's ball cap, and blue jeans in his mid-20s jogging up the block. It's 2:30 am - he's the only person on the street. You stop him and question him, and frisk him. He also empties his pockets. He doesn't have any weapons, satisfactorily identifies himself, lives in the neighborhood, and got off work half an hour ago. You let him go.

The female victim never arrives at the police department. When you call her 30 minutes later, she doesn't answer. You go to her house and wake her up - and find out that she was making a false report to try to get the police to leave one of her other friends alone by drawing their attention elsewhere.

The guy that you saw earlier is very upset that he was stopped. Not only was he clear of weapons on the frisk, he even emptied his pockets out voluntarily, and he had nothing in them that wasn't his. He was with you for less than 5 minutes. He's filing a lawsuit against you - saying you violated his rights. Did you? What protects you or why are you in trouble?
