Students can feel more targeted if the single act is highlighted. I believe having a system that targets bullying as a whole can bring the community together to follow the system as a unit. By using methods, teachers can have something to focus on as a whole and instill these behaviors in the class daily. Through the three-tier system, everyone can feel included and heard. In my opinion, there are always specific cases that must be achieved differently, but as a whole, I would say it would benefit the community by having a system in place. Implementing Social and Emotional Learning (SEL) practices and a specific program can ultimately lead to less bullying and comprehension.  It would be necessary for everyone to follow this system as it can become pointless for some to follow and others just  have the freedom to act according to their own preferences., then the systems begin to have cracks and overall are nonfunctional.
