Lucinda was incarcerated for two days and her sculpture was taken down by the police. Lucinda is furious and has come into your law office to file a lawsuit against the city for violating her First Amendment right to freedom of speech. You're sitting in the attorney's office when he tells Lucinda that your firm won't be taking the case. He explains to Lucinda that the government does have the right to restrict the time, place, and manner of a person's speech.

Over lunch, you're sharing the story with a friend, who is incredulous and demands to know more.
