Lucinda Smith is an up-and-coming artist. She's known for her avant-garde art installations and has become progressively more famous (and prosperous) over the last year. Last Tuesday Lucinda was arrested. In the early hours of Tuesday morning, she constructed a giant elephant sculpture in the middle of Calhoun Street. The sculpture blocked two lanes of travel and generally made it difficult to drive around.

Lucinda said the sculpture was her artistic representation of how the Republican party was impeding legislation in Congress. Lucinda was incarcerated for two days and her sculpture was taken down by the police. Lucinda is furious and has come into your law office to file a lawsuit against the city for violating her First Amendment right to freedom of speech. You're sitting in the attorney's office when he tells Lucinda that your firm won't be taking the case. He explains to Lucinda that the government does have the right to restrict the time, place, and manner of a person's speech.

Over lunch, you're sharing the story with a friend, who is incredulous and demands to know more.

Your assignment:

1. Do a little research on your own so you can more thoroughly explain to your friend what a time, place, and manner restriction in relation to the right to free speech.
2. In a text, explain what a time, place, and manner restriction is, and;
3. why the government is permitted to restrict speech in this way.
