Case: Waltons v maher

let's say a promisor makes a representation that they will enter into a contract, so the promisee begins performance according to a preliminary agreement. however, if the preliminary agreement contained one condition precedent to contract, and another condition precedent to performance, can the promisee stillrely on promissory estoppel?

Relevantly, the promisor encouraged the promisee that these conditions would be met, but this was not done before the promisee commenced performance, but rather during the course of performance.
