Survey question

1) National Special Security Events, such as Super Bowls or Presidential Inaugurations, obviously have the potential to turn into disasters, but should they have a "Response" just in case they turn into a disaster? Why or Why not? 2) Many times, the feature used by FEMA is really just augmentation, which is is really just a function of FEMA's ability to request assistance (through Mission Assignments) from other agencies...and to pay for it. Should other agencies be able to do the same? What are the dangers in allowing them to do so? 3) Should limited emergency management resources be committed to these man-made incidents and away from other unavoidable incidents? Why or Why not?
