The Balanced Budget Act of 1997 cut Medicare funding to hospitals each year. Out of this legislation, a Pay for Performance plan developed. Hospitals now have the ability to regain a percentage of the decreased annual funding by providing proof that they have good quality of care, few negative outcomes, and excellent customer service.
