The border measures in Singapore were updated on 24 March 2022. Singapore’s move toward the Vaccinated Travel Framework was welcomed by the residents after a long period of safe distancing restrictions to prevent the spread of Covid-19.

Ms. Achara from Thailand was of the view that Thailand should adopt the same border measures and laws as Singapore. She seeks your advice on the following.

(a) The difference between the legal system in Thailand and Singapore. Briefly discuss the TWO (2) types of legal systems including other countries which adopt the different legal systems. (10 marks)

(b) Ms. Achara heard about the doctrine of stare decisis but is unsure about the concept. Briefly explain to her the doctrine of stare decisis and the impact on the way judges decide in Singapore.
