The challenge is with definitions that allow for measurement. Here is what I mean. You say the program is one of the best in the country. What physical/tangible evidence does the program have to provide that would convince you it is indeed the best in the country? The same thought process applies to other concepts such as the program is very competitive. What physical/tangible evidence does the program have to show that will allow you to conclude it is a competitive program
