Based on utilitarian principles, spend the money in a way that maximizes aggregate pleasure for the city." One city council member says the money should be used for a lecture series about the most innovative new ideas in science. Another coucilperson says the money should be used to build new slides at the city water park. A third council person says the money should be used to line Main Street with flowers.
