The City of Montreal is considering expanding its port infrastructure. The department

is examining adding a container terminal to one of the four zones at the Port of Montreal, each of

which has advantages and disadvantages. They differ in their impacts on existing infrastructure

demolition $($e$.$g$.,$ crew handling areas, roads for ground transportation$),$ air pollution due to

increase in traffic at the zones, return on investment and the number of vessels$/$ships each zone can

operate after the expansion. Estimated values achieved by each criterion for each of the four zones

are shown in Table $2\mathrm{.}1.$ Table $2\mathrm{.}2$ shows the ranking and weights for each objective. The agency

wants to evaluate each alternative using a ranking process. Determine which zone should be

expanded.
