The City of Victoria invited tenders for building a sports stadium in an abandoned industrial park. Duarte, who runs a sports complex construction company, submitted a bid on the construction project. Seeing an excellent business opportunity, he also bought land next to the proposed stadium, intending to build a restaurant on that land, and to capitalize on the stadium's customers to eat in his restaurant. Unfortunately, the detailed description of the project in the tender invitation document contained a number of significant errors. When the City of Victoria discovered these errors, it cancelled the project. Duarte now owns worthless land in the middle of an abandoned industrial park. (Chapter 6)
