The rate nationally has declined to an average of 11 percent since the passage of the Affordable Care Act (ACA) with many states expanding Medicaid, the state/federal partnership that provides health care to low-income and certain disabled individuals. Despite 67 percent of Texans supporting Medicaid expansion, Texas remains 1 of 12 states that have held out. In fact, Texas has the most restrictive eligibility criteria to qualify for Medicaid. Adults without dependents or a disability are not eligible regardless of their income, and parents are eligible only if their income is 17 percent of the federal poverty level (FPL) or $3,626 for a family of three. Medicaid expansion would result in approximately 1.2 million more Texans eligible for coverage and bring an estimated $5.4 billion in federal dollars to Texas.
