The County of Orange has adopted a new ordinance called the Health for Life for Act. The Act provided in part, that no milk or dairy products could be sold within the County that has not been pasteurized and inspected by the county inspector. As a consequence neighboring counties and states could not sale within the county unless the County of Orange inspected their dairy products, even though the county and the state had just as rigorous standards for pasteurization.
