The economic burden of a tariff is primarily if not exclusively paid for by the end consumer in the importing country even though the tariff is actually paid by the US business that imports the good. While the US business pays the entire tariff the economic burden of the tariff which falls on the US business could be shared if: The foreign firm lowers its price to help absorb some of the tariff, or If the US consumer who ultimately purchases the goods is charged a higher price by the company which passes the tariff onto the consumer. Historically economists have found that the foreign firm has absorbed some portion of the tariff burden but most of the tariff cost is passed onto the consumer. Recent studies have found that the Trump-Biden tariffs have been passed almost entirely to the US firm and onto the final US consumer (Alex Durante, 2021)
