Two factors were studied: the amount of background noise or "ground clutter" (levels of Low, Medium, and High) and the type of filter placed over the radar screen (Type 1 and Type 2). For each combination of ground clutter and filter type, a signal representing an aircraft was introduced and the intensity was increased until the radar operator was able to detect the signal. A lower intensity is desirable because it means the radar operator can detect a weaker signal. Different operators have different abilities to deledi signals, so operators contribute to variation in the intensity values. Six operators were selected in the study. Each of them experienced all six combinations of ground clutter and filter type. The order each operator experienced the six combinations was randomized. The 36 intensity values are given in the following table.
