The required side and end cover (distance from face of concrete to bar) for the bars is 3" and the required bottom cover is 3". The footing also has 4, #6 dowels extending up into the column. The dowels rest on top of the bottom mat of reinforcement in the footing, have a standard hook (9" long for #6 bars) on the bottom, and must extend at least 1'-3" into the column.
