The functions and powers of the different levels of Government found in South Africa necessitates the need for sound inter$-$governmental relations. These relations can be studied $($approached$)$ from different angles. In view of this statement critically discuss the FOUR $(4)$ approaches to inter$-$ governmental relations and examine the critical nature of vertical and horizontal inter$-$governmental relations in South Africa.
