The goal of the program is to provide affordable housing for low-income clients so that other basic needs are met. Clients will be able to access available housing within 3 months of signing up for assistance. They will then be connected to other resources within the program to help them maintain their housing while attending to other needs such as jobs, education, children etc. The clients who have been granted housing and resources will be able to maintain housing after going through the different stages over a period of six months.

The program-level logic model predicts two outcomes: 1) an increase in family financial security, which can be measured by an increase in the number of families who are able to afford basic resources such as housing; and 2) a reduction in the rate of homelessness, which can be measured by an increase in the number of families who have access to adequate housing.
