The Government of Canada (GC) in consultation with the Govt of Ontario has decided to build a new railway track of 370 km from Windsor to Toronto to help ease travel between the two major cities and boost up the trade between Canada & USA.
The projects feasibility has been started in early 2020; it was reviewed both technically and for financial viability, and business case was approved in 2022. This project includes setting up the rail tracks along with all the necessary technical requirements to have smooth functioning of trains, building up eight stations/platforms for passengers at all major cities such as Milton, Cambridge, Woodstock, London, West Lorne, Chatham-Kent, Lakeshore/LaSalle, and Windsor with all associated requirements fix up (such as construction of stations & platforms) before the entire rail project would be functional in Dec 2026.
The total budget of the project is CAD$610 million and the timeline of completion is 36 months from December 2023, i.e. Dec. 2026, however it is assumed that the entire project would take 6 more months to get completed.
Your group is assigned as the project manager of the sub-project of this mega-project, that is, setting up the rail tracks. For this portion of the project, the allocated budget is CAD$307 million and anticipated date of completion is 30th June 2026.
As a Rule of Thumb, the cost for new rail track construction is approx. CAD$1 million per 1.5 Km, depending on who is constructing the track.
Requirement:
You group will be focusing on the following items mandatory for this sub-project:
1) Purchase of rail track material
2) Purchase of signals/electronic equipment
3) Purchasing services of a Construction company for groundwork
4) Hiring the human resources for work (approx.9,000 skilled & labor staff)
5) Purchasing professional services of an expert company for setting up the rail tracks
6) Purchasing professional services of an expert company for quality check
7) Purchasing professional services of an expert company for govt relations & coordination
8) Purchasing professional services of a training company to train the staff.
Presentation:
Your group is required to prepare a presentation for senior management stating the cost of this sub-project (Refer Case Study Assignment #2 for Costing approach) with an accuracy of \pm 5% using the Cost Management Processes mentioned by PMI. Your presentation shall cover following items:
