The Huge Construction Company $($HCC$)$ has completed their major works upgrading a shipyard to include the requirements of the newly purchased submarines. Your event company has been engaged, after a rigorous competitive process, to create and stage the cele$-$brations. The parts of your bid that are attractive to HCC include the concept of having the celebration in the dry dock with the submarine in place and that you will complete a thorough risk management assessment for the event. The HCC is very impressed by the latter as it has a risk department in the company. The event will be for the various VIPs such as the politicians, celebrities, and clients of the company. At this stage, around $100$ guests are invited. It will be a dinner $($seafood$,$ of course$)$ with speeches and a light show. The submarine will have special $3$D lighting extolling the virtues of the host city and region.

Everything, including the attendees, will be lifted into the dry dock using the cranes.
