The island of Tourville depends on tourism for much of its economic activity. The most popular tourist activity on the island is taking a balloon ride. Most of the balloon ride's cost is the helium gas used in the balloon. There are many individual sellers of balloon rides and helium on the island, making these markets perfectly competitive. Recently the cost of producing helium has risen, and helium sellers have therefore increased their prices. This has concerned the Tourville government. They believe that this situation could lead to an increase in the balloon ride price, which would then cause a drop in the number of rides taken and therefore the number of tourists coming to Tourville. Some legislators have suggested controlling the price of helium at least year's level as a remedy to this problem.
