County Population Seats Received

Adams 206,000

Grant 265,000

Colton 92,000

Davis 234,000

Hayes 340,000

the total is 1137000, the divisor is the total divided by 41; giving me 27,731.70732.

the problem is that i can not seem to get the right modified divisor. the closest i got was 26000.
