The Los Angeles Hats Historical Museum (LAHHM), located in Los Angeles, California, is an extremely popular state funded museum. Each exhibit is required to receive prior approval from California government. LAHHM charges $10 for adult admission. In a Fun Facts with Baseball Caps exhibit, LAHHM requires every visitor to remove their baseball cap or any kind of cap before entering the exhibit. Visitors with caps must check in their caps with a museum employee, get a ticket number, and present the ticket number to get their caps back. This process can take up to 15 minutes on a busy day. The reason for this requirement is LAHHM wants make sure visitors do not wear a museum cap and walk off with it. Enthusiastic baseball cap fans from just about every state have come to see this exhibit.

Chuck is a cap business owner residing in Arizona and he wears one of his caps (made by his company) with image of fire in the background that reads, USA is Going to Hell. On the back, it reads, ChuckCaps.com Custom Made the Best and Cheapest Caps. Chuck wears the above cap to LAHHM and upon entering, a museum employee named Kathy, has the following conversation with Chuck:

Employee Kathy, I think the US Government is great, but hey whatever, please remove your cap and give it to me.

Chuck, What did you say? You making fun of my cap?!

Employee Kathy, Sir, do not raise your voice with me! Whatever, here is your ticket, hand over the cap.

Chuck refuses to hand over his cap and employee Kathy calls for police. A police officer arrives and forces Chuck to remove his cap and hands the cap to employee Kathy. Chuck visits the exhibit and upon exiting, Kathy tells Chuck she cannot find Chucks cap. Employee Kathy gives another cap that reads, USA is Great to Chuck and says, There, we are even. If you have a problem, heres my supervisors business card. An angry Chuck leaves.

At the end of the day and near museum closing time, Employee Kathy has found Chucks cap. Kathy picks up the public announcement microphone and announces the following to about 20 visitors still inside of LAHHM:

Your attention please, I am selling a cap for $1 to the first handsome gentleman who can get to the front desk. This is a best quality cap. The one dollar will be donated to the museum. I only have one cap. ReadyGet setGO! Bob (one of the visitors) pushes, jumps, and knocks over several people to be the first in line. Bob is a licensed cap price evaluator. When Bob sees Chucks cap, Bob said to himself, Oh please, this is not the best quality cap!
