The Mayor of Bloomfield wants to reduce carbon emissions by 50%. Currently there are two large factories in Bloomfield that each pollute 6 units of carbon. The Mayor wants to reduce the total from 12 units to 6 units. Each factory will get three pollution credits that they can use or sell to the other firm. The table below shows the costs for each firm to reduce pollution.
