The military and law enforcement contingents can overlap somewhat. However, these entities are trained differently. Law enforcement officers are trained tactically at a smaller scale and spend a larger part of the time working on close quarters operations. The military, while skilled at large scale operations and close quarters operations, are highly functional in large scale operations. As such, both of these entities have some significant strengths in a terror response. One of the challenges that does exist is the rules of engagement, which are different for the military dependent upon the operation.
