• The National Agricultural Research and Extension Institute is interested in introducing a new technique for the control of Diamond Back Moth in cabbage. The technique is thought to be relatively cheap but effective. The Institute, nevertheless, desires to verify the effectiveness of the technique and is considering (i) field experiments in four major vegetable producing regions or (ii) free distribution of the equipment to 400 farmers for their use followed by a survey to determine farmers’ views on the effectiveness of the technique.

Discuss the merits and demerits of the two approaches with particular attention to (a) costs to be incurred, (b) time to complete the exercises and (c) reliability of the information that may be gathered.
