The notions that public administration is both an essay contest and art not science are the two topics that stand out in my current observational findings within my sector of employment. The theme in which the author centralizes these two ideas dives into the idea that education and experience are interconnected in facilitating the skills needed to be a proper administrator. The author goes on to say, "Just because you have a master's degree or even a doctorate in public administration or a related field doesn't mean that you can function on a high-level administrator." This statement holds particularly true for many public organizations and administrative sectors as each departmental hiring process impacts the output of the services provided by some of the administrators. Through years of observation and personal resonation from experience, I can confirm that the concept of having just education in a specified area does not satisfy the needs and requirements of specified roles and needs of an organization. Proper skills along with experience in a wide range of fields is the key to successful outcome of business processes. At an administrative level it is important to have both proper industrial organizational skills as well as experience in the subject matter for which an employee has been assigned to complete. Unfortunately, I have come to a conclusion that incompetence and experience contradict each other since one has the opposite effect on the other.

Essay Contests are seen as a test for skills one holds in maintaining ideas and concepts in a manner which will be suitable for audiences and the dramatic role it plays in enforcement of policy. Shafrits goes on to explain the concept or the importance of having excellent writing skills in accordance to becoming the dependable source in an organization in times of dire needs. In the administrative roles, the importance of oral presentations sets the tone for engaging the listeners, although written narratives or language always sets the rules. Competency in a subject matter highly stands on both grounds of writing abilities and oral presentations. In my line of duty, on a daily basis, I observe how writing and oral skills become one of the barriers in servicing the public. When an administrator has language barriers, comprehension difficulties as well as poor writing skills, the taskforce for which the administrator is responsible for does not adhere to the standing position of that specific administrator. When staff rate their main administrator as incompetent, that incompetency is integrated throughout the environment which in turn results in poor performance.

At the current level of public service for which I am assigned to complete on a daily basis, I occasionally witness incompetence, lack of motivation, lack of education, lack of experience and barriers. Although experience is necessary, operating a department requires certain scientific knowledge of the aspect of the department. Certain skillsets are obtained through knowledge and education and when education is not observable, the performance output is greatly depreciated. The two themes in chapter 1 and 2 highly relatable in my current observational fields are that of writing and speaking abilities as well as types of administrators. Administrators must have both "Old Brains" and "Grants" to gain the attention of the staff they are administering policies and procedures to. When employees observe incompetence and lack of education and skillsets in an administrator, performance efforts become weak and general respect in the title of the administration decreases which in turn affects the employee relations standards.
