The nursing shortage has caused a lot of employers to start hiring employees without the skill set that they want. Figuring out the best balance is going to be the same as before, look at the situation as far as time for training. The shortage might not give managers time to train, so they need skill set nurses to come in and get to work; but attitude will keep the nurses there. I think each situation is different and as a manager, you will need to look at your own situation to determine the best fit. I do believe that the right attitude nurses still need good training, because that attitude can switch really fast, so also make sure to have good training staff to help out with the shortage
