The Philippines is prone to natural disasters such as typhoons, floods, landslides, volcanic eruptions, anc earthquakes, as the country's islands rest on the typhoon belt, in the active volcanic region known as the "Pacific Ring of Fire,\" and in the geologically unstable region between the Pacic and Eurasian tectonic plates. All these are made extreme due to climate change and global warming. The Philippines also suffers major human-caused environmental degradation aggravated by mismanagement of the country's relative high population growth rate (i.e., failure to develop human capital and take advantage of labor force). coupled with loss of agricultural lands, deforestation, soil erosion, air and water pollution, improper disposal of solid and toxic wastes, loss of coral reefs, mismanagement and abuse of coastal resources, anc Overfishing. Both economists and environmentalists agree that these environmental conditions inhibi1 growth and development across the nation. In 1991, the Philippines began to address the issue of climate change in its thrust to achieve sustainable development with the formulatiOn of the Philippine Strategy for Sustainable Development. As a result, the country ofcially adopted the Philippine Agenda 21, which serves as the nation's blueprint fol sustainable development. During the same year, government agencies and the Philippine Network or Climate Change were convened to create the Inter-Agency Committee on Climate Change (IACCC) led by the Environmental Management Bureau of the Department of Environment and Natural Resources (DENR). The committee aimed to harness and synergize the various activities undertaken by the nationa government and civil society in response to the crisis posed by the growing problem of climate change (PCW, n.d.). Along with the efforts to mitigate climate change and global warming, the Philippine government alsc engages in land reform programs to help poor farmers gain livelihood and establish a sustainable supply of agriculture products across the country. Based on records of the Department of Agrarian Reform (DAR). about 4.8 million hectares have been awarded to 2.8 million agrarian reform beneficiaries (ARBs) since the implementation of the Comprehensive Agrarian Reform Program (CARP) in the past 30 years. The program had a total expenditure of PHP 286 billion or an annual average of PHP 9.87 billion from 1987 tc 2016 (PIDS, n.d.)
