The policy instrument employed in this scenario is primarily a sanction tool, wherein individuals are fined for violating the law against using handheld devices while driving. I believe the policy instrument/tool is inadequate because it does not address the underlying factors contributing to distracted driving, such as habit formation, social norms, and the perceived importance of staying connected. To improve outcomes, I propose incorporating more capacity-building and inducement tools into the policy. By incorporating hortatory and capacity-building tools alongside fines, this revised approach aims to address the multifaceted nature of distracted driving and provide drivers with the knowledge and resources needed to make safer choices behind the wheel
