The President of the United States wants Congress to authorize the use of military force in Xanadu. They are suspected of secretly developing nuclear weapons and plotting to assassinate the national leaders of six countries. Since Senator Snopes is a new judge, he is not sure how to vote on the President's requests and does not want his ultimate decision to be overruled by an appeal because the clerk did not provide sufficient research and analysis. He wants to see the intelligence documents that the President did not show to Congress to determine how believable it actually is. The senator asked the CIA and Department of Homeland Security to produce a host of documents related to intelligence operations involving Xanadu but these requests were denied. Senator Snopes filed a request for the production of these documents under the Freedom of Information Act. Which were denied because it would compromise national security to release these documents, even to US Senators. Senator Snopes sues in Federal District Court for the District of Columbia, seeking an order forcing the CIA and DHS to comply with his FOIA request.
