The purpose of the speech should be sufficiently narrowed so that:

It can be achieved in the time alloted

It will give you a chance to build rapport with the andience

You will not become bored as a speaker

It can be achieved in the room in which the speech is delivered

You will be able to find enough information to cover during the speech
