The reading from Chapter 8 of Ethics Primer complements the reading on the nature of public employment by addressing a complicated topic for public administrators; the decision to "blow the whistle" on their employer when they believe they have observed wrong-doing. The chapter addresses the concept of responsible whistleblowing and reviews the consequences public administrators must consider before deciding to make a complaint internally or externally.(module)

Each unit, students will identify two key ideas from the Szypszak and/or Svara texts and discuss them in relation to specific sources provided in the module. The key ideas must be from two different chapter readings, and in the weeks where readings from both textbooks are assigned, must represent each text. For each key idea, students will identify the key idea, explain why it is significant to public administration law or ethics, and apply the ideas practically through referencing content from the selected sources identified in the module
