The RFP on the estimating problem case never explicitly says that the project must be delivered in 12 weeks, just that the estimated date for completion of this work package is 12 weeks. Depending on its placement along the critical path, there are tools we can implement that can allow us to achieve that. Is it possible to apply more resources, ie. labor, to complete the work package? Sure it was estimated that one grade 7 employee would take 12 weeks, but the grade 9 employee thinks it will take 16-17.
Does utilizing these two resources cost the same amount?
Can this work be completed alongside other work to minimize the disruption to the overall delivery of the project?
