The scenario
In 1910, a hospital was built on the edge of city to provide health care in the immediate neighbourhood. As the population in the area grew, the Ministry of Health expanded the capacity of the hospital by building extra wards in the grounds. By 2010, there were 20 wards, an outpatients' department, an Accident and Emergency department, and a dispensing pharmacy on the site, together with laundry facilities and a staff canteen.
New medical equipment was installed from time to time to ensure that everything was up-to-date.
Under the country's welfare system, health care was free of charge. However, citizens could elect to pay for private treatment, and, of the 20 wards, one was specifically for private patients.
By 2010, it was clear that the hospital could no longer cope with demand from the area. It was now surrounded by housing, shops, and offices. The Ministry of Health decided in 2012 that a new hospital would have to be built and acquired a site in 2013; building started in 2015.
Once the shell of the building had been completed in 2018, completion of the required facilities was carried out on a phased basis, starting with the Accident and Emergency Department, some wards and staff facilities. As the facilities were completed, departments of the old hospital were moved to the new hospital. The move was completed in 2023.
In 2021, the Ministry of Health concluded that the old hospital site could now be sold, started to collate all the relevant information, and started to look for potential buyers.
The Ministry of Health started to market the site in January 2025. There were several expressions of interest, including from a Private Health Care company who would modernise the existing hospital and continue using it as a hospital; and from property developers who wanted the site for a variety of reasons such as housing or mixed use.
Financial reporting
In 2008, the government announced that the public sector would migrate to accrual based IPSAS. Planning and preparation were to be completed by 31 December 2011, with the Date of Adoption set as I January 2012.
