The strategic issue is... Our issue-specific goals or desired outcomes are or should be (or, relevant broader organizational goals are or should be)... What are some practical alternatives, possibilities, or even visions we might pursue to address this issue and achieve our goal(s) or outcome(s)? What are the possible barriers to our realizing these strategy alternatives? What major initiatives might we pursue to achieve these alternatives, dreams, or visions directly (or else indirectly through overcoming the barriers)? What are the key actions (with existing resources of people and dollars) that must be taken this year to implement the major initiatives? (Note that one kind of action within existing resources constraints is to figure out how major initiatives might be financed, including the possibility of reallocating existing funds to developing new resources to pay for the initiatives.) What specific steps could be taken within the next six months to implement the major initiatives, and who is responsible for taking them
