The team charter should include

A. Team goals:What are the team goals for the project (performance and otherwise)?

B. Team Roles, Expectations, and Communication Processes:

• Who will be responsible for what (e.g., who will schedule meetings, who will take notes/post them in the forum, who will be the main point of contact with the instructor, who will submit the completed assignments, etc.) Note that roles may change over time but should always be communicated and agreed upon beforehand.

What are the expectations for communication frequency, work quality, idea contributions, cooperation/attitudes, anything else you want to include?

How will the team handle conflicts/disagreements (e.g., will you vote, debate until you reach a consensus, etc.)

C. Accountability: Decide as a group, what you will do if a team member fails to meet expectations for communication/performance/quality of work. This should be a process that increases in severity. For example, it should start with a non-confrontational discussion with the team member in question and can ramp up to poor peer evaluations only when earlier attempts to change the behavior are unsuccessful.
