The term "technological change" means what it says. That is to say, it involves technology, and that technology results in change. Why did the Great Enrichment commence (through the Industrial Revolution) when and where it did? Why didn't it happen sooner? Why didn't it happen later? It can be argued even today that the Great Enrichment still has not fully impacted certain areas of the globe. Why?
