1. The language should be read consistent with the broad purpose of the statute to protect the public health.
2. The language should be read narrowly so as to prevent overreach by the FDA
3. The language should be read with specific reference to the actual language used in the statute and a broader interpretation is not appropriate.
4. The language be read without reference to legislative purpose.
