The U.S. State Department has hired Kroll Inc., the renowned international security and investigations firm, to assist with U.S. participation in the recently announced International Anti-Corruption Coordination Centre (IACCC) to be hosted by Great Britain and to have a launch date of April 2017. Kroll has hired you, because of your fraud examination and forensic accounting expertise obtained UML, to do a preliminary analysis of the situation. You do not need to be an expert in international fraud and you by no means have a grasp on the anti-corruption practices of the many nations to be involved in the IACCC.
Currently, the governments to be involved in the IACCC are offering strong words, platitudes, and are jockeying for a controlling interest in these efforts, but few have offered concrete actions. Because of the upcoming presidential election and inevitable changes to come at the State Department (regardless of who wins the election), the State Department is only looking for big picture advice. The State Department believes that this initiative could be a great opportunity to introduce universal anti-corruption laws and initiatives. If all participating nations are using the same rules of the game, then enforcement and prevention may be more efficient and effective.
Kroll management has asked you to submit a short memo for discussion with the client. Assume that you working with an empty canvas. What would you suggest the nations do (assume they don’t already do it)? Kroll wants the memo to address the following:
